Do you mean full or half chaps? In half chaps i wear a children’s large, but I am 4′9”. So maybe a adult medium would fit her. I can’t really help you with full chaps, because I have never worn any. Here is a picture of the half chaps I wear and I am sure a ladies medium would fit her:

You could get an adult size, then take it to a tailor and have the length adjusted. I’d go to a shop to try them on instead of buying on-line….if possible.

Dublin half chaps are good you can get ones with elastic in them or i prefer full length chaps that attach to a belt and go all the way down the leg. you can get then from a rural supply or tack shop

If she wants half chaps she should try Tredstep Ireland or Ariat. My favorite is Ariat because they mold to your leg shape and are extremely comfortable. The leather ones are more expensive than the suede but they are both worth their prices. I know some people who have been able to wear the same pair for about 3 yrs. They are hard to get on at first, but once you break them in, they are so comfortable!
Ariats are also nice and are also of great quality. They come in both half and full chaps, but tredstep only comes in half. I prefer Tredstep over Ariat, because i think tredstep molds better, but they are pretty similar.
I prefer to ride in half chaps, over full chaps because when i ride in full chaps, i just feel constricted for some reason. So it really is a personal preference. But most of the people i know like half chaps more. Especially because, when you are done riding, you can just keep them on and feel comfortable.
Here are the links for both =]

Here are the suede Tredsteps. They are pricey but they are worth it in the long run, because they will last you a long time.http://www.doversaddlery.com/tredstep-extreme-suede-half-chaps/p/X1-35465/cn/1934/

Here are the leather Tredsteps.http://www.smartpakequine.com/ProductClass.aspx?productclassid=3216&cmPreserveSource=true&cmPreserveCategory=true These are the ones that i have and they have held up very well. I dont notice a difference when riding in suede/verse leather. Its basically a personal preference. Once again. Theyre pricey but worth it.

Heres some nice Ariat ones that will last http://www.doversaddlery.com/ariat-cameo-half-chaps/p/X1-35508/cn/1934/.

You can just tell how much better tredstep molds to your leg, than ariat does. Providing more comfort. Im sorry if this didnt help, but ihope it did lol. Have fun ridning! =]

well, if you are trying to determine the approximate size of half chaps (I am assuming half chaps), you should:

    a) sit on a chair and have your foot flat on the floor with a 90 degree angle at the knee (so basically sit on a chair as you regularly would)

    b) measure from the floor up to the back of the knee

    c) measure around the largest part of the calf with breeches on

This will give you basic measurements as to what approximate size you will need. For any specific brand of half chaps, you can usually find a sizing chart online on the companies websites. I like to add about another inch or so to around the calf in order to find the ‘perfect’ fit. I just bought a brand new pair of Ariat Classic Chap II and according to my measurements, I should have been able to fit perfectly into a XSM…but I needed the next size up being a SM and fit REALLY nicely. :)
